Electrician Pre-Apprenticeship Program Instructor Profiles

Charles Wilson is the Managing Partner of CW Consulting Group, LLC and Program Principal for the Engage Community Partnership Initiative, where he leads workforce development strategies and skilled labor training programs focused on the energy and construction industries. His workforce training initiatives are currently delivered across six states, with continued expansion planned, and he has developed energy infrastructure academies for some of the nation’s largest utility providers. Charles is widely recognized as a trusted advisor to industry leaders, helping organizations address workforce shortages by developing industry-specific talent pipelines.

A certified Senior Reactor Operator (SRO) Trainer, Nuclear Chemist, and Master Trainer, Charles served six years in the U.S. Navy Submarine Force and brings more than 20 years of experience in the nuclear energy industry. His expertise has influenced workforce policy at the national level, including serving as an expert witness before the U.S. House of Representatives in support of the Workforce Innovation and Opportunity Act (WIOA).

Charles is also the author of A Love Letter: Pocket Guide to Values, published in 2019. His leadership has earned numerous honors, including being named one of Philadelphia’s Top 10 Most Influential African Americans Under 40 (2015), one of Chicago’s 50 Men of Excellence (2016), and Maryland Veteran-Owned Business of the Year (2017). A devoted father of four, Charles resides in Richmond, Virginia.

Karla Hill, MS, SHRM-SCP, SPHR, MBTI is a Career Strategy Consultant with The Business Center, where she develops the professional and career-readiness framework that prepares participants for long-term success in the electrical and construction trades. Drawing on more than 35 years of executive leadership and human resources experience, Karla helps bridge the gap between workforce training and employment by cultivating employer partnerships and equipping participants with the skills and strategies needed to build sustainable careers.

An accomplished human resources executive and certified career development professional, Karla leverages industry-recognized assessment tools—including Myers-Briggs Type Indicator (MBTI), Career Direct, DISC, and the YES! Your Extraordinary Self framework—to help individuals identify their strengths, align their career goals with industry opportunities, and develop personalized strategies for professional growth. Her expertise in talent development, organizational leadership, and workforce strategy enables participants to confidently navigate career pathways while meeting the evolving needs of employers.
